He was a junior level Minister in government of India for many years. He represented Bayana constituency in Lok Sabha. His wife Shanti was also a member of Lok Sabha. Jagannath Pahadia nominated as a Governor of Haryana.

He was born in Village Bhusawar, Bharatpur on 15 January, 1932 to Shri Nathilal & Smt. Chanda Devi.He holds M.A., LL.B, M.S.J. College, Bharatpur, Maharaja College, Jaipur and Law College Rajasthan University.He was Chief Minister of Rajasthan from 6.6.1980-14.7.1981 & belongs to Indian National Congress(INC).
